dc.description.abstract Television is an electronic medium that is very familiar to children, because many films show interesting programs for children. Children's media, especially television, is one of the important media for children in the process of absorbing (internalizing) certain social values in society. In the media, television can present programs about portraits of everyday life and behavior both in the form of true stories and dramatizations according to the desired goals. There are still television programs in the children's genre that contain elements of violence and negative behavior. This should get more attention from parents so that their children avoid deviant behavior. Selection of good television programs for children to watch is very important in order to prevent children from acting inappropriately for their age. Children who watch television excessively can damage children's development. However, there are also programs that are suitable for children and even have the potential to be used as a medium for socializing the values of character education for children. This is understandable because the power of television can increase the enthusiasm, concern, knowledge and even the desires of the audience through every scene, show, picture, sound, and messages that are presented. Based on various television programs, not all of which are suitable for children, it is necessary to have parental guidance in watching television programs. This research will analyze the best television shows that can be watched by children aged 13 and under. The multifactor evaluation process method makes it easy to determine which children's television programs are the best and worth watching, even if their parents and family are not present. Web-based applications are built using the PHP programming language and MySQL database. This study will use 4 criteria, namely elements of education, elements of language, elements of morals, and elements of violence. In addition to the criteria, this study also uses 10 alternatives consisting of various kinds of children's television programs from various television stations.
