Project delays are caused by a lack of good control, thus affecting the time and cost of completion, in determining and knowing the time performance and cost performance on the SP Road Section Development Project. Armed-Rumah Great Kec. Blue-Blue Kab. Deli Serdang. By using the Earned Value method. Based on the results carried out, the results of the time performance from week 1 to week 15 are faster than the planned schedule, this is shown from the schedule variant (SV) indicator which has a positive value of Rp. 96,183,089.00 or schedule performance index (SPI) = 1.024. After analyzing the time, the final completion of the project was 22.038 weeks, experiencing a delay of -0.038 weeks or -0.173% compared to the planned time duration of 22 weeks, so the project was not completed on time. As for the cost performance from week 1 to week 15, costs were smaller than planned, this is shown by the positive cost variance (CV) indicator of Rp. 501,149,660.35 or cost performance index (CPI) = 1.136 > 1.
