The learning process at the Private Vocational High School Teladan Medan during the Covid-19 pandemic was a distance learning system (online) ,This has been done to restrict the dissemination of the Covid-19 virus. The distance learning process (online) at the Private Vocational School Teladan Medan is with the application "google class room and zoom", The purpose of this research is to build and optimize user management using mikrotik in distance learning activities (online) at the Private Vocational School Teladan Medan, by using simple queue method and firewall layer 7 protocols. Based on the data rate, where the simple queue is simplified and also the simplest way to perform bandwidth management to control the use of each user's upload and download bandwidth when the modem bandwidth speed is 50 Mbps and split evenly on each client, Depending on the number of clients connected, 20 Mbps for max-download limits and 5 Mbps for max-upload limits, Firewalls are used to secure a device intended to avoid unauthorized access to or from an internal network, such as blocking websites Facebook, Twitter, YouTube. So that in this study we succeeded in providing bandwidth limits to users so that no users have more or less bandwidth, as well as blocking certain websites and providing time limits on blocked websites so that they can be used at a certain time, with this process, distance learning far certain (online) will be more effective and efficient than before.
