Teluk Nibung – Pematang Pasir Road Section is one of the roads leading to the City of Tanjung Balai, where many types of vehicles pass and volume of traffic increased on holidays. The condition of the road on Jalan Teluk Nibung – Pematang Pasir has been damaged so that it disrupts the comfort and safety of road users. This research aims to determine the differences and what parameters affect the thickness of a pavement by conducting a flexible pavement planning analysis by comparing the two methods, namely the Component Analysis Method for Indonesian Building Construction Standards (SKBI) 2.3.26.1987 with the Flexible Pavement Thickness Planning Guidelines Pt. T – 01 – 2002 – B. The calculation begins with soil data, traffic data and the thickness of the pavement for each method. The results obtained from the 1987 Component Analysis method obtained 5 cm of laston, 20 cm of class A crushed stone and 10 cm of class A sandstone. Then the 2002 Component Analysis method obtained 8 cm of laston, 28 cm of class A crushed stone and 10 cm of class A sandstone. Based on the difference in the thickness of the flexible road pavement, the 2002 Component Analysis method is thicker than the 1987 Component Analysis method because it uses the concept of reliability (R). Although, the 2002 Component Analysis method is thicker and more wasteful in terms of the material used, but it has a high trust value. Therefore, the 2002 Component Analysis method resulted in stronger road construction planning than the 1987 Component Analysis method.
